Local government autonomy in social policy In spite of the centralized governmental system, local governments still have some autonomy in making and implementing social policy, as well as in many other public policy arenas. But the scope of local autonomy has been different in different periods. Before the reforms began, local autonomy was very limited, and most, if not all, social policies were made by the central government. Local governments only had to implement them. In the reform period, local governments have gradually acquired more space to innovate and develop their own social policies.

The MCA played an important role in promoting the new programme, disseminating pioneer cities’ experiences to other cities, preparing the national programme, and suggesting the State Council require all cities set up the new system. In the third stage, from 1997 to 1999, the programme was promoted nationwide. After several years of local pioneering, the State Council in 1997 issued an important document that asked all cities nationwide to set up MLG (State Council 1997). All cities then did this according to the State Council’s requirement over the next two years.
